Jõhvi Library & Community Centre

This competition proposal binds the current fragmented culture campus together through a phased building and landscape intervention. In contrast to the inward-looking and closed-off volume of the adjacent shopping centre, the new community library creates seamless flows between the urban space and public building. The massing of the centre is adapted to the uncommon shape of the plot located at the crossroads of several pedestrian approaches, welcoming arrivals from the city promenade, the county bus stop, the shopping centre, and the educational campus. The building with its concave sides divides the existing desolate and overdimensioned square into four human-scale outdoor spaces that articulate entrances to different parts of the building. Flexible indoor and outdoor spaces have been created to enable different activities for the communities using the building. The layout and circulation logistics ensure that all halls can be used separately from the library. The bell tower on the roof emphasises the building as a landmark and informs the public of marriage ceremonies and other important events.
